actually its not a bum file. the setup.xml is inside of a .cab file. whatever archive you extracted that "setup.xml" from is the installation cab. place the cab on your phone and select it through your file explorer. it will install. or use WinCE Cab Installer its great becauser you just gotta right click on a cab thats on your hard drive and select install. you dont even have to worry about copying it to your phone and then deleting when you are done. i hope that helps.
