The only Flash Player that Adobe makes for Windows Mobile Smartphone is Flash Lite. It's been my experience that Flash Lite only works on websites designed for Windows Mobile. Browsing to a website that was not (example:
Newegg.com - Buy Computer Parts, PC Components, Laptop Computers, Digital Cameras and more!) gives you an ugly error message.

With that said there is some sort of Flash player that some users have been using to watch You Tube with varied results.
