Just to make sure I'm not missing something, is this the charger that came with the phone? Does the phone charge when you plug it in to the PC through the USB port?

I would take it in to a store and see if they can check it with one of their chargers or a spare battery to see if there's an issue with your hardware. I would also try backing up and doing a hard reset to see if that will help any.
