If your company only allows Outlook access through Citrix, then it is unlikely that they will have enabled remote active sync on the Exchange server, so I would assume the answer to your question is no. If you want to be certain, however, simply call your Exchange admin and ask them if remote active sync is enabled.
No, there's no way to tell if it is turned on other than to try it and see or ask your Exchange admin. But if I were a betting man I would wager that remote active sync is disabled. If it were enabled it would be pointless to require Citrix to use Outlook. If the goal of requiring Citrix is increased security, then remote active sync would circumvent that security.
If you can access your mail through Outlook Web Access then there is a chance that ActiveSync may work. Have you tried it? To use OWA I use https://mail.domain.com. For the server address in ActiveSync I use mail.domain.com.
