We can speculate all day about who is to blame for the GPS being blocked and the reasons why, but it is blocked. It may have been Motorola, or it may have been MS blocking it on SmartPhones (after all it's the same OS as on PocketPCs, Windows CE, just a different flavor) or it may have been requested by the carriers to have been blocked. It is quite possible that a hack could unlock it, but such a hack would require a firmware update. Of that much I am almost certain.

Regarding AGPS (assisted GPS), this is what is used on the iPaq hw6515. Assisted GPS is indeed faster than non-assisted GPS. The "assisted" part means that the GPS unit first gets a general idea of its location from the cell towers and thus is able to more quickly home in on the GPS satellites that should be available in that area. On the iPaq there is no perceptible lag time for the GPS to acquire a signal. When I start TomTom, it shows where I am instantly.

The battery on the iPaq is somewhat larger than that on the Q, and the battery life of the phone itself is better than that of the Q. Of course, with the Q, I think that can be said for just about any competing phone. If you're going to keep the device plugged in it should be a moot point, but Motorola cannot predict what its customers will do. Think about all the gripes about short battery life now, and then think about how many more gripes there would be from people who are using GPS without plugging in the Q.

I would still like to have the option. I could always get a 3200mAh battery if I needed to use it without being plugged in. However, when you are in your car driving, there is really no reason not to have it powered.

i am on my q right now with the 2200mahz battery and i dont have to charge it but every 3 days even then its at 2 bars left so i think if it was a power opted issue they would have designed it with the upgraded battery to solve the problem and i doubt it was a money issue motorola may be farther behind with the software they are developing but they dont do cheap phones . the only reason i can come up with after going through countless articles is that it is actually a software issue or like the previose comment stated back scratching is going on the vast majority of the gps producing companies are going to lose out in the profits if they dont get to produce for atleast some of the phones out there and if these companies arent there to develop the software its left to the phone manufacturers who although would use it as a great selling point cant make as much money off it at this point.
