It seems the vast majority of folks I talk to are running Win 6.0. Is there any benefit to not updating, known issues or problems, or is it most likely they just havent done it? I checked with Moto and there is no direct update from 6.0 to 6.5, can you update to 6.1 then 6.5, or is it best to leave a good running 9C alone?
On the Q9's 6.1 is as high as you can go. There is no more official support in terms of new software updates. I would encourage going from 6.0 to 6.1 there are many improvements including battery life, performance enhancements and new features. Check out this article for more.
WM 6.5 only comes on new devices such as the HTC Ozone/Snap, Samsung Jack, and some others. Very few devices received updates from 6.1 to 6.5

can you provide a screenshot of what you are looking at please? According to me the EXE file should not be checking for warranty. At least I'm not familiar with that process. You download the file to the PC, plug your phone in let it sync and then run the update file with the phone plugged in.

That's just retarded. (not you, the process). You will have to go the route of RSD Lite to flash your phone.
Use this link and follow the directions carefully and you can get it done. The only thing you need to do different is to use a good ZIP utility like "7 Zip" (google and download it) take the same EXE flash file you are trying to run on your PC and extract the SBF file. Then Run RSD Lite per instructions on the link and have it search out the AT&T SBF file. That should do the trick.

Moto passed me off to Sprint, who actually spent 30 minutes trying to get it done, then they (Moto) passed me off to Microsoft, you can already guess how that went.

I assume I just need the RSD Lite tool?
Then use the exe from to Moto pgm in the screen shot minus the SBF file?
Does the AT&T SBF work with Sprint phone?
The folks at Sprint found it in their Hearts to replace the phone with another Q9C with current operating system.
